Portage is casual and convivial, its cuisine globally influenced Newfoundland-Canadiana. Celeste Mah and Ross Larkin create dishes without affectation — like scallop toast with kimchi jam and garlic mayo, pork dumplings with sweet soy and chili crisp, and cured char with cream cheese, lavash and crispy garlic. They’ve just opened their second place: Annie’s, a wine-obsessed 30-seat snack bar down the road.
